Thanks for your comment. The notion of ethnicity is highly subjective and may encompass cultural, geographical and physical characteristics. The Office for National Statistics suggest in their guidance* that “There is no consensus on what constitutes an ethnic group and membership is something that is self-defined and subjectively meaningful to the person concerned.”
We plan to continue researching the way that the question is currently presented across government services.
